He's actually covered in blue powder, but I'm hoping people will think I've done some creative color manipulation.
This was a charity run called "Color me Rad". Participants ran through color stations where they were bombed with colored cornstarch. This is one of the volunteers that was hurling blue at people. They looked like real-life smurfs after just a little while. Lots of fun. I may actually do the run next year instead of just photographing it.

In the thumbnail, I thought it was going to be an aquarium, it's THAT blue. I had no idea. Looks like people just didn't know what they were looking at, it's that unusual. I like it!
I gave it a high score, simply because it is a great photo. I did think you manipulated the color, but then I saw all the other photos of the event on FB and realized this was the original color. That makes it even better. I'm surprised more people didn't appreciate it for the artistic value of the image.
