It's just a thing on her head. You can see a better view in FtWorthphotog's street photography entry, showing her buying the balloon hat a little earlier:

This is my top pick.
The dichotomy between the ranchers with the Star Wars donning bull horn gal makes me laugh. It was a good capture of a random moment. Maybe not the best technically, but the subject matter was vastly superior compared to the other entries.
