First I Straighten image with Paint Shop Pro 7 about .03 degrees to the right.
Elements does not have some features that I like. Then cropped and took it
to neat image and removed all noise. Then brought it back to photo shop elements.
Resized 640x349. Used unsharp mask amount 50%, radius 4.1, threshold 3.
Auto levels. Bumped up the contrast about 15%. Saved for web.

I have a lot of trouble "reading" this photo. Maybe on a much brighter monitor, or printed in the right conditions, the framing would show up better. Or maybe if the foreground vertical bars were slightly lit up with light from behind, it would establish some separation from the background. I'd also like the same sense of detail in the lights along the water front that you seem to get in the reflections on the water. Anyway, I understand the idea you were pursuing and sort of like it. Interesting and well done. I imagine, though, that it loses points since the foreground is not really identifiable, other than as some sort of railing or barricade.

The wording for this challenge was vague at best, so I am struggling to be fair. This is a lovely photograph, but the way I understand the challenge it doesn't fit. Or it may be that it is so dark I can't see the foreground framing the background.

This is a wonderful idea. The picture just suffers a bit because it is too dark.
