 I used a washrag wrapped around the lens secured with rubber band and stiffened with foil for the dark border.
Added a couple layers of saran wrap over the lens to get a gritty/soft effect.
Resize to 800px, one application of "Sharpen," then Save For Web.
My main goal was to see if I could create this kind of effect with minimal editing.
