How about the editors (or a few select qualified individuals) having the ability to assign 2 "honorable mentions" to the results of a challenge. I think an "honorable mention" should be an award, but not change the results of a challenge. This way, a worthy photograph down in the results could achieve an award and acknowledgement in the community.

Hmm... this would be interesting, but it would also be difficult. Do you think people would get mad if their photo did not get the honorable mention selection? People seem to get upset easily enough as it is :)
