Are any of the special effects filters from photoshop allowed in the Open Challenge? Since they apply to the picture as a whole...

huh??

I think they are as long as they are applied to the entire image (most common example: sharpen)

The key term here is "special effects". Sharpen and gaussian blur, to some extent, are not considered special. The original question needs to be restated more clearly.

yeah, thought of that afterwards. :-) I'm thinking of the different filters under the Filter menu and in Photoshop CS in the Image->Adjustment->Photo Filters... I think they are legal in the Open Challenges if applied to the whole photo.

by special i mean the REALLY special effects, like all the mozaic and warping stuff...i guess not...

so what about the camera filters like warm settings and stuff?

Filters: The use of filters (or non-Photoshop equivalent) is strictly limited. Any filter or stand-alone utility designed and used to preserve the integrity of the image and/or reduce the effects of noise, scratches, etc, are permitted. These include but are not limited to the Sharpen, Unsharp Mask, and Dust & Scratches filters, and standalone image cleanup utilities such as NeatImage. However, no effects filters may be applied to your image, with the exception of Noise and Gaussian blur, the two of which are allowed. Any filter permitted by this rule must be applied uniformly to the entire image. Selective application of the filter is prohibited.

"Members are reminded to hold photographic integrity in the highest regard when both submitting and voting."

Most filters will make it look like digital art.

Anything that can be done inside the camera is allowed. These two were produced with no photoshop except for cropping, resize and unsharp mask and are legal for any challenge, though not necessarily popular among voters here as the scores illustrate:
