Is there anyway of avoiding pixellation occurring to your image when you resize it for submission?

Use this tutorial - Submitting Photos for DPC- it fixes most pixelation issues.

Usually you will see pixellation artifacts when you scale up an image, so you would increase its size.

I guess what you are talking about is also JPG conversion artifacts. Because unless specified, JPG conversion from RAW for example, would be lossy (lose certain low frequency data).

In general, when you downsample from the original image (switch to a smaller size image like 640x480 pixels squared from a higher size that your camera output), chose a good filter for interpolation, like BiCubic or Lancosz, in the dialog where you enter the new size (as can be seen in the shared tutorial's images). This filter choice is usually provided in all sophisticated photo editors, and will do a better job in preserving the original image's integrity.
