Well, a tensile tester would determine both the yield and ultimate strength of the cat, but I can't figure out what engineering property of the cat would be determined in a blender. Now, if you were testing blenders, you would be required to use an FDA approved simulated cat for testing.

I suppose that you could modify a blender to give a good measurement of viscosity, or use it as is to prepare the cat for viscosity measurement using the more common Saybolt viscosimeter.

This challenge asks for an interesting picture of design and/or engineering. The requirement is not for both. As this thread shows it's open to very broad interpretation. Even a spiders web could be considered a functional and aesthetically pleasing design. I'm hoping to see a wide variety of interpretations. This is what makes each challenge interesting.
