While the season here is several months away, we've starting working on our car, so I've starting working on my "track kit" as well.

This is my first season with a DSLR, and will be using it to shoot action and cadid shots from many vantage points all over several tracks, including the pits, stands, towers, observation decks, and some limited infield shooting. These pictures will be for mostly personal use with very little possiblity of commercial use, or even printing for that matter.

Light will be a factor. 99% of the pictures I will be taking are going to be after dusk.

My current kit consists of my 18-55 kit lens and the nifty fifty, all for my Canon XTI.

The question is: If you had to purchase a single lens to accomplish as much of this task as possible, what would it be, and why?
I cannot afford L glass, and am leaning towards the 70-300 IS USM, and will need to stay in that neighborhood budget-wise

The 70-300 IS USM is going to be awfully slow for night-time racing under varying lighting conditions. The IS isn't going to help much either for moving objects.

Might I suggest this lens?

I know it's a bit more costly, but it's going to be 2 stops faster zoomed in.

That could be just out of reach of my budget, any second-best options?

The lens fotomann suggested is what I use, if I had to suggest another it would be the Canon L equivalent, thus being more expensive. Seriously, the Sigma is worth it.
