Whats the best way to create a border in photoshop?

Easiest (that I know of): Set your background color to the color you want you're border. Go to Image | Canvas Size... Check the "relative" check box, set the two units drop-downs to pixels, then enter double the number of pixels wide you want to the border to be (if you want a 10 pixel border, enter 20 for both height and width). Click OK. The size of you're canvas will increase accordingly, but the image itself stays the same size, creating a border around the picture.

You can play with this to apply the effect multiple times to create a matte effect.

What's the "best" way? That's subjective, and would vary by photographer, viewer and picture. Others probably have some more creative ideas for borders.
