What the heck? Shot in RAW with natural light and flash.
Why is it so noisy? I dont have a noise plug in to fix it. Can someone help me |

It looks underexposed, which is one reason for additional noise.

Also, its ISO400 (which adds a bit more noise) - But as jmsetzler pointed out the main issue is underexposure. |

As for noise plug-ins, Noiseware Community Edition Standalone 2.6 is pretty good for a freebie.
Also, if your version of Photoshop has surface blur in the blur options it can help. I usually use it on settings between 4-7 on each slider.
(not legal in basic editing challenges, tho') |

You can get rid of quite a bit of that noise by making the blacks blacker in Raw conversion.
