I'm working on the final project for a digital photography class and the topic is dream-state pictures. I've taken quite a few that have turned out pretty good, but does anyone have any Photoshop techniques that help give a more dreamy look to photos? Thanks!

Google "Orton Effect". That's gold for you. You can also try to look up the free action called "Gothic Glow". Finally, a strong application of NI as a layer and then masked appropriately can do wonders as well.

Some examples: (actually I haven't used Gothic Glow)
