How about instead of taking into account wheter or not a photo meets the challenge in the numerical voting, we have a dnmc box to check? that way, instead of being robotic and technocratic, we can focus on whether or not the photo is any good, and not argue on whether it meets the challenge? If a certain percentage of people check DNMC, it could be reviewed or Tecnically disqualified by the site council, where you would still get the points and average, but not be eligible to win the challenge. That seems fair.
This assumes that reasonable minds can disagree as to what meets the challenge and what doesn't. It can only mean better things for the creativity of the website. Lets not become rule-driven technocrats with a penchant for form over art.
