I disagree. There are very few images that hit the front page that are not well lit, well composed, technically excellent photos. The magic ticket is to marry technical and artistic excellence with an excellent concept or way of conveying the challenge title.

I score relative to the other pictures, and not strictly based on the quality of the picture itself. Thus, if I see two pictures that I would normally give, for example, 10s, but I like one significantly better than the other, I may drop the other to a nine so that the one I really like gets the benefit, and so on down the line. This means that, in challenges where there are a lot of entries -- like free challenges, I will inevitably have to give lower scores to some pictures than I might normally give just to separate them from pictures I like better. So I guess my standard is fluid in order to ensure that the pics I like better get a better score from me. The same pic in a different competition might get a different score from me.
