I know how to create a border in photoshop but what i need to know is how to create a solid border that does not fade into the picture as this one does.

help! i've been messing around and cannot figure out such a simple task!

A simple method is to use the canvas size option. For example, if you want a 5 pixel wide border, just increase the canvas size by 10 pixels for both width and height.

I use psp. What I do when I want a solid border is increase the canvas size. For challenges, I would size the actual picture to 630x?. If I want a 1 pixel white line, I increase by 2 with the background color as white. And to add a thicker black line on the outside after the white line, I increase by anywhere between 6 to 8 with black as the background color. Really simple and quick. I don't know if you can increase canvas size in ps as I've never used it.

I'm sure there are countless ways to do this. Here is one way.

Open your image and change the canvas size to the final size or aspect ration you are wanting.
Create a new layer ( CNTL SHIFT N )and name it border.
Click on the layer with the original image.
With the magic wand tool select the empty portion around the image.
Click back on the new empty layer and use the paint bucket tool to fill in.

If you want to add an additional smaller border around the image:
create a new layer (named small border)
again, select the border around the image
right click and select inverse.
click back on the small border layer and fill with choice of color using paint bucket.
Choose edit, transform, scale.
Adjust to size desired.
You may need to move it around some to center it properly.
You can use the arrow keys to move objects.

Using layers other than adjustment layers is not legal for DPC entries. Increasing the Canvas size is the easiest method. Crop/size your photo slightly smaller than the finished size, then increase the Canvas size one or more times. The Background color automatically fills the enlarged canvas.

use the rectangular marquee tool, go around the whole image, then go to edit -> stroke. Choose how big you want the border, and what color you want. It puts it on top of the photo. I think that it is legal.

That's legal, but as you point out, covers part of your photo. You may apply the stroke at less-than 100% opacity to allow the image to show through -- use this effect with caution as it only works with some images, and I suspect a lot of people won't like it.
