I found a tutorial on here about getting just one color to show through. I used a picture of my wife messing around with her shoe. When I look at it, there just doesn't seem to be much 'need' for this. How do people usually decide on whether to apply this technique or not? Or is it just hit and miss?

You use it to guide the viewer's attention. This shot doesn't work because the jeans aren't really the image's subject.

I think it gets over used. But, for the most part, I think it's good if it draws attention to the person/thing you want your audience to look at. It's bad if it's just done because you can do it.

Having said that, here are a few of mine, you can decide if they work or not:
