I love reading the different processes the photographers use in photoshop. Is dodge & burn something I can do in 5.0 or do I have to buy the professional version? I have no idea how to use it, don't know exactly what it does, but I like the effects. Right now I use Photostudio that came with my Rebel. I just love all the photoshop effects you can use on your images and want to buy something where I can go a little further than what I already have.

You can do Dodge and Burn in Elements.

Photoshop Elements is a good program to start with.

For beginners, it's important to learn about working with levels and contrast adjustments. Also you will be able to resize appropriately for DPC submissions.

Be sure and pick up a self-study book to go along with it.

You should also read this tutorial about preparing for submissions to DPC.

Elements is plenty. You can download actions to do curves, selective color, color balance, channel mixer, etc. for free. It is a pretty powerful little program.

Try to find something that comes bundled with PS Elements like a Wacom tablet or the like.

That is what I did and instead of paying just for software, I got a tablet as well.
