I have yet to start to learn about photoshop, but I guess it has been used here:

LOL, I think that's supposed to be Michael Moore.

Worth1000 is a site that does this a lot. They put up one 'stock' image and the members manipulate it via PS (usually) based on a category theme. Some of the images on there are amazing and there are some outstanding talent. I wish I could do even a little of what they can accomplish.

fark.com also has contests like this
usually 2 or 3 a day
