| Is it allow to change color balance in Basic editing.it's not spot editing it's colorbalance over the whole picture |

depends ho you do it of course, but most techniques are legal

| i am not using any layers or anything, in paint shop pro, i am using automatic color balance and i am removing the incadescent light color cast over the whole image |

| If you are using Auto Color Balance on the entire image, you should be all set in a Basic Editing challenge. |
