I was just wondering if the Brightness/contrast Threshold is legal in basic?

I believe it is as long as it is applied to the entire image uniformly.

From the rules;

Post-shot Adjustments may be made to your image in a photo editing program, so long as the modification is applied to the whole image. This includes levels, conversion to black and white, hue/saturation, sizing/rotating, curves and cropping (or their non-Photoshop equivalents).

Are you talking about brightness/contrast in Photoshop? That is legal. If you are talking about another program I would guess that it is legal, but why not go to the contact page and contact SC so you know for sure? As davyaldy said, make sure you apply it to the whole image.

Its in Brightness/contrast in Paintshop pro and its applied to the whole image

I reckon it's legal, but raising a ticket is probably the fastest way to a direct answer, otherwise you'll be waiting for a SC member to read this thread.

Just to be certain we're talking about the same thing, by threshold I assume you mean converting the entire image to pure black and pure white, based on a threshold value.
This is legal. It can be easily achieved using the (legal) levels or curves tools.
