If you don't use PSP I can't help you, that is all I use, I have never used PhotoShop. In PSP there is a tool called "clarify". I use PSP 7, I also don't know anything about other versions. In PSP 7 the strength goes from 1 to 5. I am not sure what it does technically other than adding some contrast and making things pop.

Here is my actual jpeg from the camera I shoot raw+jpeg.
I converted from raw twice, once for the sky once for the foreground, with different color temp and exposures.
for the sky-color temp 4200
for the foreground-color temp 6200
This is close to the settings I had but the foreground may have had a few more tweaks. After I split the exposure across the horizon and made some edits for one part or the other. I know the colors look a lot different then the jpeg, but I have a blue/yellow polarizer and I have learned with using it that it is hard to set the color balance to look right in the camera but have found I can find its sweet spot in post.

honestly, the original is a simple raw conversion, no levels or anything
i ran the unedited raw file through photomatix pro tonemapping
i messed with the settings in there, until i achieved the desired effect.
then saved the outcome as a jpg image.
i then took it into photoshop, cloned a little of the brighter cloud, and then fixed the reflection on the water to match.
from it being so late, the dock had a blue tint to it due to lack of proper white balance from the darkness, so i selected it and put it on its own layer, and simply desaturated it, to the color it is now
i burned the lines a little and dodged the clouds, and resized, save :D

Not that I am any ribbon winner but I thought I edited the crap out of this and love the picture. I recently printed this out on a 4x6 photo and I was so impressed with the quality. I love the detail of this picture.

This image is very underexposed due to manual metering because he was under water - Of course just as he was getting into the best position the sun went in and underexposed this by about 3 stops - Typical!

Well, you asked. Didn't win a ribbon or achieve a high score, probably because I haven't submited it into a challenge.
Steps involve curves, hue and saturation, unsharp masking, and my patented techniques
