Sorry for sounding really amateur, but does someone have tips on containing an image to the proper file size without degrading it too much? When I set the dimensions to fit, the file is still too large. Is there a trick? I don't want the image to pop up on the challenge looking ultra small, or degrading the image more than I have to. Thanks for any help!

Sort of, but I'm using Adobe Elements, and the bit about file size doesn't appear on my screen... it doesn't appear to easily give me the options that I need.

I'm not sure what the options are in Elements. If it doesn't have "optimize to file size" then the work-around is to adjust the quality until you get below 150k. You can do this in the normal "Save As" dialog. Just change the quality slider, and it should tell you (after a short delay) what the saved file size will be. Make sure that you're a couple k under the 150k limit; my experince with "Save As" is that the file will be slightly larger than the predicted value.
For most shots, anythign over 125k or so will yield very good results; for shots with a lot of fine detail, stay as close to the 150k limit as you can.

This was of great help to me as well - newbie!! I too, am using Adobe Elements, yet I did see we have no place to adjust BLUR and we also don't have the option to Use Black Point Compensation. How will this effect the photos??

Just to say that Elements (4 at least) does have a Optimize for file size function. See this image -
