might the Admin that yanked the thread make a note on the Admin board as to what offense was committed, so that those of us who invest our time for (mostly) serious discussion don't get blind-sided when a lengthy dialog simply disappears (as appears to have happened today with the "meet the challenge" thread)

hey! yeah, i mean that thread --- it doesn't show up on the "Last 5 Posts" list on my "My Profile" page, even though my previous 2 posts were there --- so i thought it went 'poof'

To answer the original question -- Administrators and Site Council have authority to pull boards, but only administrators have access to start a new thread in the Administrator Announcements folder.
As to posting an announcement when a thread is hidden, generally that would defeat the purpose of hiding the thread as most likely the discussion would only continue in the announcement thread (along with a witch-hunt for the head of the person who hid the thread). In any case, threads are almost never hidden without a warning first being posted in the thread that the thread is going in a direction that will cause it to be removed. So long as that is the case, then if/when the thread is pulled the participants know (or should have known) why the thread was removed.
In cases where the situation warrants pulling the thread without warning, the offense is usually so egregious that the reason should be immediately obvious.
