I know I've posted it before, but someone else asked for the list.

All seem to be under $50 or so
9 budget price photo editors

If that's too much
6 free windows photo editors

I've used at least 2 of these (GIMP and Pixia) and they have more features than I've ever personally needed to finish images to the standard required by the dpchallenge rules, and they are free to download, legally. Serif Photoplus is also pretty fully featured.

I like ACDSee a lot. For one thing, it is not possible to make it do anything that is illegal for DPC. :-> For another, it's got a lot of good preset tools that are quick to learn and yet fairly powerful. I get decent results. Free download of moderately-limited demo version; full version not that expensive.

I've tried GIMP; it always leaves me thinking I'm too stupid to be allowed to touch the program. :-/ There are SO many tools, SO badly explained, that I never have any idea what menu or submenu to look in for the *thing* I want to do. Photoshop is more of the same, and worse, I'm afraid (unless I wanted to spend literally weeks reading books on the subject and LEARNING it. I don't want to go LEARN an editor, I want to quickly tidy my pictures).

For UK members, this months Digital Camera Magazine has "Eclipse RGB, an astoundingly powerful image-editing software, worth over
£300 - plus over seven hours of teach-yourself Photoshop videos"
mounted on the cover.

I've never heard of Eclipse RGB, and don't know if it's just the Windows version, but here's the website:
