Has anybody seen this sort of effect before? A friend of mine is getting it on a lot of her work. She used PS7 and it produced it and she has just installed CS2 and is still getting the same marks. The picture is a small section of a Grass Snake.

Looks like a filter to me... There are very similar ones in MS Digital Image Pro (I don't use PS).

What quality level/compression is she saving her pictures as?

That is clearly JPEG artifact. She should look at two things:
- How many times is she saving/jclosing and reopening/reediting images?
- At what quality level is she saving?
