81A Warming Filter Emulation Steps:

Create new fill layer with the following settings:

Layer/New Fill Layer/Solid Color Mode

Set the opacity to 35% and the Mode to COLOR

Click OK and set the RGB colors to:

Red: 252
Green: 241
Blue: 211

For the 81B Effect, use the same settings with these colors:

Red:250
Green:227
Blue:181

I'm not sure if Elements will do this or not because of the 'fill layer' requirement. If Elements does fill layers, this should work.
