i seem to have a problem with resizing images to meet the size requirements. they seem sharp when i start out but after shrinking them, they're soft, out of focus. i use IMAGE --> IMAGE SIZE... --> and then adjust the pixel dimensions, getting them under 640.
Here's a copy of the size adjustment i would make, changing the blue to 640.

I usually apply unsharp mask to re-sized images.
Settings:
Setting Value
Amount 400%
Radius 0.2
Threshold 0
This may help.

After resizing, images tend to lose sharpness. For this reason, you'll generally need to sharpen them after you resize them down to 640. And make sure you view it at 100% - sometimes the in-betweens (55% or whatever random one that I may have) will give me odd looking previews.
