Is there a way to inform the administrators of problems I am having? Another user has been sending me harrassment mails and I would like this user to be censured.

You might try taking it up with user ClubJuggle. One of the administrators, ClubJuggle also seems to be listed on many of the rules pages. You can also ask the administrators to change your user id, which may make it hard for this person to persue you.
