It is shot in RAW, using mirror lock-up, on a very solid tripod, using a cable release on a night with no breeze. It makes a big difference. The crop is from a converted, unsharpened RAW image. The exposure and other settings are all as shot. It is actually towards the edge of the frame too, so would be sharper in the center. I also didn't have any filters over the lens (no UV, haze or similar) and had a lens hood on.
