Anyone know of a good filter for Photoshop or a good tutorial for making a photograph look as if it was hand drawn in oil paint or water color?

Digital Camera World usually has a lot of techniques in it to try. In May 2004 they had someone review a lot of plug-ins for painting. You might want to see if you can backorder it or look in your local library. They also have some downloadable tutorials on their web site. I'm downloading one now on "Old Masters".

go to adobe.com and search for the 'portrait_painting' action.. once you use it you'll have to adjust contrast based on how 'oily' you want it to look. I have a few of these in my portfolio.

Thank you very much for the suggestions. They were found most helpful!
I have chosen virtual painter for now, and it's really interesting.
If anyone is interested in seeing what is the nature of this plugin, you are more then welcome to peep into my Painting tests.
these are all my photographs which I played with in photoshop, using the virtual painter and checking it's possibilities.
