Which is more detrimental to a photo's score, a '1' vote or not casting a vote for it at all? |

A "1" vote gets averaged into the score, bringing it down (unless the average is already 1). If there is no vote from a particular voter, it doesn't effect the photo's score at all.

A 1 is far more detrimental to a score than a no vote. |
