I seem to be able to add it to an image when I don't want it, but I am struggling to get it when I do. If the sun is my light source, I assume it needs to be hitting my lens directly. I'm guessing a lens without any filter (UV or otherwise) may be better. Other than that I am shooting blind. Does anyone have any tips? Are there particular angles that work best? Particular focal lengths?

Lens flare

My antique 90mm f/3.5 Leitz lens does it all the time whether I want it or not, as long as some kind of light exists somewhere in the same universe as the lens. lol

The pinhole 'lens' is a similar thing.

Flare characteristics vary so much from lens to lens, it's pretty hard to give general guidelines, but flare will usually be most prevalent when a bright, point source is just out of frame. Play around with a little more or less distance outside the frame, and you should be able to get a grasp on the behavior for a particular lens.
You're correct that a lens hood will normally reduce or eliminate flare; the effect of a hood will be far less for UWA lenses, which may flare whether or not a hood is present.
The presence of a UV filter, on the other hand, can only lead to increased flare, not reduced flare, in any situation I can imagine.

What Kirbic said. I find that I can get a pretty consistent flare when the sun (or light source) is more than 45 degrees off to the side of the lens. But it varies from lens to lens, and you need to play around.

I've had a lot more luck getting lens flare when using a wide angle lens...

how about; how the heck can you get a bigger preview screen when you render lens flare in photoshop? it's ridiculously small and basically useless. is there a way?

Not sure if that is legal under the editing rules but it is agains the challenge description of "Photograph a natural lens flare."

That would be grounds for an instant DQ... Don't do it.

Since when do you get DQ'ed for not following a Challenge description?

It's not for "not following a Challenge description". It would be for violating the Advanced Editing rules. To wit:
You may not:
. . .
use ANY editing technique to create new image area, objects or features (such as lens flare or motion) that didn't already exist in your original capture(s).
. . .

dont even use it for personal stuff. it looks fake. do a google search for lens flare, preferably one with a very dark or black background

create a new layer in PS and place this image over your image, then set the blend mode to screen. much more natural lens flare.

Just wondering how I can get some lens flare on a grey cold day (weather forecast for tomorrow).

I have 2 pictures but don't know which one to choose.
1. A not impressive picture with a very nice lens flare
2. A very impressive shot with only a little lens flare
I changed twice already and for the moment no.2 is again uploaded

For whatever it's worth, I tend to do better when, faced with this choice, I enter the stronger image with perhaps a weaker connection to the theme. I think my voting favors a strong image as long as it has a reasonable connection with the theme.

Ditto. I got a beautiful flare shot -- but then I looked at the picture and there was nothing to it. Just the flare. And it just wasn't enough to carry a picture. And the more I thought about it, if the challenge wasn't flare, I wouldn't have even looked twice at the shot -- that's how dull it was. I'd rather a shot had meaning and substance.
