Model releases only come into play based on what you intend to do with the photos you make. That's an entirely different issue. "Public" places are much more limited than what you may imagine as well.

someone owns just about everything.
so i would think who ever owns whatever it is would need to specify that it's considered a public place. like a public beach, or a public park. not necessarily the town park or the town beach.
got me thinking about what is considered public now...

Any place open to the public would be a public place. However, private property, i.e. a mall a store a bar, is still a public place but their rules over rule the standard public places rules and you agree to their rules when you choose to enter their door. or something like that.
Example, in AZ it's legal to carry a firearm on you in public (gotta love the old west). Several businesses post a sign on their door saying they do not allow firearms on their property.

that still leaves the question open - if there is no sign posted in the window or on the fence or gate

Then you are free to carry your gun in, until someone with authority over the property tells you that you can't.
