I knew it was a vacuum tube when I noticed the little twisted wire below the grid. That tube would bite if you touched the top contact while it was fired up. I thought that it might be one of the more common music amp tubes. The 12 AT and AX 7's are preamp tubes, and 6L6 GC's are the output power tubes in a lot of popular classic tube music equipment like Fender guitar amps.
Do two 12A's = one 24 A ? : )
I just got home from work, and don't have any mysteries ready to go, so someone post one.

Looks like it's a ratchet action on some sort of crimper. You have to close it completely before you can re-open it.

I think kirbic is right. I can see exactly what he is talking about, that you would have to close it all the way for the ratchet dog to drop into the open area and allow the jaw to be opened again.
My first thought was a pinch off clamp for hoses, but then I saw that there was no provision to release the ratchet.
