Hmmph. Well, after scrutinizing some more:
- It seems to have two screw-mounted shearing blades
- The surface of the blade "carrier" furthest from the camera and at far right in the photo is intended to ride on a surface, I think
- The blade furthest from the camera is intended to be underneath the material to be cut, and the nearer blade above
- The tool seems to be suited for slitting or slicing a thin sheet of material laid on a flat surface.
