A footing on something really heavy, with a steel bearing that can be used as a wheel to move it.
Either that or a smoke alarm that has be used for it's intended purpose :) |

A step point, where it's safe to put your foot on top of something like a RR car or engine?
Second guess, you lay steel plate on it to roll it into a saw or plasma cutting rig or machine tool?
