It's one of the faces mounted in the gland for a gas barrier pump seal. There's a mating part that spins with the shaft. The pattern pulls gas between the two mating faces and causes them to separate a few millionths of an inch. This lets the seal turn with very little drag since the only resistance in the seal is from shear forces in the gas barrier.

It's a thing that mounts in the doohickey for a gas thingamajig and there's a part that goes round and round and the fancy design thingies make it so it works proper & stuff.
