4-hour rule would do the trick. If no new image is posted up by the puzzle solver within 4 hrs of declared solution, then the first subsequent image to be posted by anyone becomes the image-of-record...

| 8 hours rule - many people work shifts different due to where they live, or just because of the shift they have. If no new pic, then revert back to the previous winner |
