If you were crossing your legs at my (ultimately incorrect) suggestion, you probably don't want to Google "bull castrator" and click on "Images." If anything the actual tools used are more menacing! |

No to all of your answers, but it is designed to rotate.
If no one gets it, I'll add another view.
What's shown here is approximately 1 inch wide though it comes in several different sizes and this is one of the smaller sizes available.

Part of a pump seal, the part that rotates with the shaft? I have seen boat shaft seals of this type too.
