YOW! i could kick myself for not reading the details more closely... BASIC EDITING!!!... i was all set for HDR, and had some great images, but now i have to try to shoot and pp under Basic. Aaargh!

I don't know the answer to that. But if you're working in photoshop, just change the canvas size. (E.g., resize image to 750, change canvas size to 800 and specify the background color with which to fill it.)

Layers are illegal if not applied uniformly across the whole images. I cant see a difference between a background color or a layer that gets flattened.

Ok, so I have reviewed the editing rules and it states:

You may not:
use any selection tool, including but not limited to the marquee, lasso, layer masks, quick masks, or any similar tool to select a portion of your image for any reason other than cropping or creating a border.

So I am hoping that my image is totally legal...Fingers crossed ;-)

Administrative Notes
Third party software including raw converters, filters and actions are subject to the same restrictions as Photoshop: spot editing, selections (including “control points”), brushes and layers containing data are forbidden.

Does this mean I cannot use RAW conversion software?

No, that's fine. RAW conversion is a necessity. Just don't do any spot-editing or selecting or gradients, stuff like that, in ANY software.
