Not sure how this sits.
The whole idea of the vote is that you don't know who's photo you are voting on.
Then today I see a photo that has the persons log in and a previous submission vote counter on the screen so this person is easily identified, but then I think what about photo's that display the photographer in them (timed).
That would mean that these people are identifiable to many here!
What is the rule or guidelines in these circumstances?

It sometimes happens that the content of an image makes a user identifiable. There is no rule against this.
Just go ahead and vote on the quality of the image itself.
