can someone tell me the easiest way to make a border around a photo, and color it? thanks...

Change the background color to the color you want your border. Go to image/canvas size and enter the size you want your border. It's that easy. There is a tutorial on borders here but I was too lazy to hunt for it.

Print your picture at 8x10. Take your photo to the store and buy an 8x10 frame. Frame your photo and bring home. Now take a picture of your photo in the frame and develop a print of THAT image from film. Now scan it back into your computer...

Oh wait, you wanted the easiest way.

1. Ctrl + A (select all)
2. Edit>Stroke
