My Suggestion
I was just thinking that it would be a good idea to have a best of the best contest where all the first place photos from past challenges are placed up again for everyone to vote on so we can find the best photo out of them all.
another spin off could be best of the worst where all the brown ribbons(last place) are placed up to be revoted on
What do you think?

you'd have to include the name of the challenge the photo was submitted for, if not the photo would be stripped of a big part of its meaning....

| You can already vote for the best of the best by making it a favorite photo in your list. This doesn't limit the 'best of the best' to challenge photos. |

yeh thatz true - but I think itz better if itz officially recongnized as being the best - Like a Special Ribbon say Gold

| As Peete suggested, you can't really lump the past winners together (except the Free Studies) and vote on them outside of the challenge. The challenge topic is intended to be a major part of the final score. |

just have it in the Form
Challenge Title - Photo Name
eg Signs - Fried Rice

| The best of the best are already ranked on the Highest Rated photos page. Sure, that doesn't take into account subsequent entries, but voting outside of the challenge context -even with the challenge name in the title- is not the way these entries were intended to be viewed. |

This could be a chance to vote on previous winners based on photo quality alone without reference to a challenge.
