This was my entry

and this was an outtake shot just a few of minutes later

I couldn't make up my mind for a long time, I liked the second photo for the sheer quantity of people riding a small scooter, but ultimately decided against it since the kids there were not quite sharp. Do you think it was the right decision?

Great shots - both.
For me the outtake is slightly ahead. The entry had a bit too much sharpening on the people (and therefore the processing was more pronounced).

I like the family on the little scooter and maybe the wider view.

You picked the right one.

The second one is better in all ways except the sharpness on your subject. And the people being sharp is super important on a panning shot.

I like the second one for the subject but it does lack sharpness. BTW reminds me of my China time when we were traveling like that haha

Thank you for your input, guys. The road on which I shot this was quite bumpy, so the scooters were not just smoothly sailing forward and, as you see, even when some faces were in focus, others on the same scooter weren't, oh well. If all faces were sharp, I would've chosen the family, for sure... As it was, I figured that the sharper image would probably garner me higher score.
