Yep, lettering is allowed, it's flagged as allowing text. Otherwise how else are we supposed to know what country it's from or what denonimation? |

This would be great fun. I think there are more fictitious countries than real ones just in comic books. |

I know it's expert editing, but are we allowed to create a frame that has the look of a stamp edge? |

Yes, if you can draw it in Photoshop (or whatever) you can use it. Likewise you can photograph an actual stamp and blank-out the content. The only thing you can't do is find someone else's piece of "clip art" and use it directly, though in this situation I think you could print something out and take a photo of it and use that.
ETA: Is anyone planning to submit at the minimum allowable size? I'm thinking of uploading a thumbnail-sized version and link to that from my entry, so that people will be able to easily compare how effective it would be small.
