I was trying to turn a shot in PSP to a duotone and i went to B&W, but then it wouldn't allow me to use sepia. Am i going crazy, or is there something i don't know?

I am not exactly sure but in PS you would have to change it back to rgb colour, ie sepia is colour.

If you didn't save it already, just undo whatever you did. Otherwise you can colorize it as a sepia.
Go to Adjust>hue saturation>colorize. Then hue 17 and saturation 50 gives a decent sepia tone.
Another way is to manually adjust the color. Go to adjust>color balance>manual color correction. Pick an area that is a midtone and create a selection on the left picture. Click on the spot called target to get to the next popup, click somewhere between orange/red on the wheel and then move the little dot around in the square to get the color you want, and click ok. You want to match the lightness to the same lightness of the selected area and sometimes that is the hardest part.
Edit: How did you turn it to black and white? Did you decrease the colors?
