I have seen them at flea markets, and somewhere else, but can't remember anything about what it is supposed to do. I see how it works, but in my tool box it would be.... a small hammer.

Everyone is moving in the right direction, but you're still miles away. (in other words, yes, it's a tool, and yes it's old timey.)

A hint: This tool is old timey, as is what it is used on. Despite this, both tools are still relevant, and both are still in use, although more by individuals than business.

I think Beetle's hubby got it. The numbers on the pedestal are how you adjust the amount of set you are putting in the blade. You use it to bend the teeth one way or the other, alternating left-right-left so that the saw can cut a kerf wider than the blade.
I knew that I had seen one somewhere before.

It's a bit more esoteric than a fountain pen, but is just the right "thingy" for for the job.

It is a tool for removing the burr, or sharp edges from both sides of a hole.

Well done David, from Cogsdill a deburring tool that does as you say to deburr both sides a hole in one pass.
