Is it legal to use perspective correction to straighten diverging lines (building walls etc) in basic editing challenges? How 'bout in advanced?

Don't think it could be any clearer than this:

You may:
...
-use software to correct perspective, lens defects, or minor misalignments.
...

From Advanced Editing rules

And from basic ruleset:

You may not:
...
-use any selection tool, including but not limited to the marquee, lasso, layer masks, quick masks, or any similar tool to select a portion of your image for any reason other than cropping or creating a border.
-use ANY editing tool to create new image area, objects or features (such as vignettes, lens flare or motion) that didn’t already exist in your original capture.
...

I agree the section relating to advanced is pretty clear (don't ask me how I missed that!), however I'm not sure I agree that the sections you quoted relating to basic editing clearly relate to perspective correction as it does not require selection of an area, nor does it create a new area or objects that didn't already exist. However, another section of the basic rules states that one is not permitted to "distort or stretch your image in any way". So, does this cover correction of perspective?

I'd say you've answered your own question there. Correction of perspective is stretching an image.

Summary:

In Advanced you may use perspective correction.

In Basic Editing you may NOT use perspective correction.

This doesn't just apply to the nominal "perspective" adjustment, it applies to what's called the "Skew" tool as well. I mention this because that tool is excellent for adjusting horizons to level without haveing to rotate an image and crop a little off the sides, but it's only legal in advanced.
