No, you don't need to have CS4. I use it on CS3.
Elements? I don't know.
Stand alone. No, it's a Photoshop plug-in.

Topaz Adjust will also work with Paint Shop Pro X2 (perhaps also earlier versions)

This is so ridiculously bright and cheery for me. I think it would look great printed on canvas and hanging in my mother's sunroom though.

Finally Topaz made itself useful as well as ornamental.
I needed a nice clean B&W image of the deYoung Museum
for a newsletter article I was editing this morning.
Simplify-cartoon to the rescue on this image I had on file.

Here is another example using Topaz clean. I've had a number of requests for my settings. I'm headed to the Denver Art Museum in a few minutes, but I'll post settings for some of these images this week...

As a US Navy Diver, I found myself face to face with a number of sharks over the years. I'm happy to say I had a couple of inches of lexan between me and this guy today.
All of the restaurants in the Virgin Islands and Puerto Rico were serving shark fillet when I was on submarines. I refused to order shark, hoping they would return the favor someday. I was never bitten, although an eight foot blue shark bumped me and pushed me through the water once, testing to see what I was. I'm very grateful that he was considerate enough to check me out instead of eating and asking questions later...
