saw a bunch of them by the river in town. it might be helpful to know that 'in town' is Rig Latvia (by the Baltic sea, south of Finland, with a collapsing economy)

Looks like a Laughing Gull to me.

Most likely a Bonaparte's Gull

*EDIT* ok, so it's probably a black-headed gull. Bonaparte's do go to western Europe now and then and mix with black-headed gulls, but black-headed gulls would be more frequent to the area you list.

That can surely be it (Black headed gull), though the head was black, while description I read says that they have brown heads despite their name.

I go through this park every day for 5 months now, never saw them before

What colour are his legs and feet ? They look really dark in the picture.

I've caught two of these on different occasions fly fishing the Bow River in Alberta. They congregate in huge numbers and we have a different name for them which may be inappropriate for this forum. ;-)

Those would be Bonapart's, but they're VERY similar.
